Difficult to answer, because I don’t really know it myself. I just know, that the sizes are mostly smaller yes.
I can’t really tell you what a certain size, like M will be in Japan.

Hello~ I really want to go gyaru with my bestfriend but we're not really sure where to start. She's also scared because she feels like her skin color is going to be a problem [she's black]. Help please?

I would help you if I could, but I’m not the one who defines what’s gyaru and what’s not. You have to define that yourself I guess.
The easiest way to beginn is that you take a look at the newest magazines (egg, ageha, ranzuki, popteen, jelly etc) and try to take over their style. As time keeps running by and you gather more expierience you will be able to make it your own style.
That’s at least the way I think about it. I don’t think I can tell you more than just my opinion.
Btw, I don’t see a problem in the skincolor

Yeah, skin color is not a big thing unless you yourself make it out to be. i'm black, but i still do my best to rock the latest trends that gyaru has to offer. & confidence is always key in becoming a gyaru. Just because you're starting out doesn't mean you won't make mistakes, but you can always learn from them.
